The challenge
Services are stretched across many agencies with no single and appropriate owner of the outcomes. People fall through the gaps, and the city is left to pay the cost.

Work with Infrastructure Ontario to revive LPH as the long-term solution to transitional housing and mental-health care improvement in Thunder Bay and the region.

Thunder Bay again has the highest opioid death rate in Ontario — more than 5x the provincial average. The rate has come down from last year, but we're still #1, and that's not good enough.

The rate has come down from last year, but we're still #1, and that's not good enough. Alarmingly, opioid-related EMS calls are up 20%+ as well in 2026.
The HART Hub is helping. So does naloxone. Emerging drug identification technology solutions like SpectraPlasmonics’ Amplifi ID, adopted and deployed on a small scale in Thunder Bay by NorWest Community Health Centres mobile unit, can also make a big difference (spectraplasmonics.com).
More honest conversation is required. But it needs to be accompanied by urgent and effective actions, including new tools and technologies, to fill the harm-reduction gap and to provide sustainable Streets to Stability pathways.

IMPACT team proves Measurement and Transparency works

The IMPACT team — Thunder Bay Police officer + CMHA crisis worker, 24/7 — diverted 64% of mental-health 911 calls in its first two years (2021–2023) from hospital ER, according to an independent Lakehead University evaluation. In 2024 alone, the team made 1,051 contacts and diverted 55% from hospital (CBC).
The IMPACT team — Thunder Bay Police officer + CMHA crisis worker, 24/7 — diverted 64% of mental-health 911 calls in its first two years (2021–2023) from hospital ER, according to an independent Lakehead University evaluation.
In 2024 alone, the team made 1,051 contacts and diverted 55% from hospital (CBC).
I reviewed 20 years of city initiatives, and this is the only one I can find with independently verified results. Measurement and Transparency is what matters to allow us to best focus our resources and make every tax dollar work.
It's real measurements and reported results. That's rare in Thunder Bay.
We need to fund it. Pilots are good for learning what works…we need to do it faster.
We need a Mayor who makes this practice permanent.
