Lead a faster, more transparent, and more ambitious city government — with milestone delivery all residents can hold us to.

The challenge

Residents deserve a City Hall that moves at the speed of their needs and the city's potential. Today, siloed departments and unclear processes get in the way of good work.

Our plan

  • Create faster, more transparent, more ambitious city government.
  • Implement quarterly public milestones all residents can track, dashboards, and accountability reporting.
  • Modernize city processes with digital systems and dramatically improved cross-department coordination focussed on "clients."

What success looks like

Shorter wait times, plain-language public reporting, and a City Hall people trust to deliver what it commits to for taxpayers and city stakeholders.

Key initiatives

  • DO BETTER OR STOP DOING

    Inventory City of Thunder Bay services and subsidiaries portfolio and exit/divest/partner or enhance/invest/partner.

  • I2-O

    Establish a Thunder Bay Investment and Infrastructure Office (I2-O) with best-in-class professional talent and future industry attraction and development focus areas.

  • VISIT

    Re-purpose and focus CEDC exclusively on tourism and events.

  • REBRAND

    Rebrand the city via referendum in 2028.

  • GO DIGITAL

    Digital transformation to an e-City of Thunder Bay with a focus on operational excellence and efficiency.

  • BE OPEN AND AT THE TABLE

    Transparency overhaul with 3 new, full-time Deputy City Manager positions: Community Relations and Accountability, Indigenous Partnerships, and Economic Growth Execution.

  • BETTER FASTER

    Freeze 2027 residential taxes and accelerate the execution of efficiencies programs.

  • DIVIDEND

    Substantially and sustainably increase the annual dividend from TBaytel and Synergy North.

  • VOICE TO ACTION

    Implement quarterly city-wide Mayor Town Halls.

  • TWO AND OUT

    Limit Councillors and Mayor to a maximum of 2 terms from 2030.
